ORDER RESTRICTING OUTDOOR BURNING

WHEREAS, the Commissioners Court has determined that circumstances present in all or part of the unincorporated area of the county create a public safety hazard that would be exacerbated by outdoor burning; IT IS HEREBY ORDERED by the Commissioners Court of Eastland County that all outdoor burning is banned in the unincorporated area of the county to begin June 26, 2023 for 90 days from the adoption of this Order, the same being September 23, 2023, unless the restrictions are terminated earlier based on a determination made by the Texas Forest Service or this Court. This Order is adopted pursuant to Local Government Code 352.081, and other applicable statutes. This order does not prohibit outdoor burning activities related to public and safety that are authorized by the Texas Commission on Environmental Quality for (1) firefighter training: (2) public utility, natural gas pipeline or mining operations; or (3) planting or harvesting of agricultural crops; or, (4) burns that are conducted by a prescribed burn manager certified under Section 153.048, Natural Resources Code, and meet the burn manager certified under Section 153.048, Natural Resources Code, and meet the standards of Section 154.047, Natural Resources Code. The County Judge may rescind this Order upon a determination that the circumstances that required the Order no longer exist. In accordance with Local Government Code 352.081 (h), a violation of this Order is a Class C misdemeanor, punishable by a fine not to exceed $500.00. Mandatory Language for a Maximum Contaminant Level Violation

MCL, LRAA, TTHM The Texas Commission on Environmental Quality (TCEQ) has notified the CITY OF GORMAN TX0670003 that the drinking water being supplied to customers had exceeded the Maximum Contaminant Level (MCI) for total trihalomethanes. The U.S. Environmental Protection Agency (U.S. EPA) has established the MCL for total trihalomethanes to be 0.080 milligrams per liter (mg/L) based on locational running annual average (LRAA), and has determined that it is a health concern at levels above the MCL. Analysis of drinking water in your community for total trihalomethanes indicates a compliance value in quarter two 2023 of 0.103 mg/L for DBP2-02 and 0.111 mg/L for DBP2-01.

In December of 2021 Cisco Police conducted an investigation of Aggravated Sexual Assault of two minors. This was reported to have been occurring for an extended period of time. As a result of that investigation Joshua Reyes of Cisco was arrested on 2 felony charges of Continuous Sexual Assault of a Child. Reyes subsequently surrendered to authorities in a neighboring county and made bond. On May 31, 2023 in the 91st District Court Josh Reyes entered a plea of guilty to two cases of Aggravated Sexual Assault of a Child. He swore under oath to the court that he was pleading guilty because he was guilty and did this freely and voluntarily. He also swore that he was pleading guilty for no other reasons. On June 29, 2023, Joshua Reyes was sentenced to serve 12 years in the Texas Department of Criminal Justice Institutional Division. He was remanded to the custody of the Eastland County Sheriff to begin his sentence.
